Ukraine Strategic Futures

This policy paper is based on a closed seminar attended by over a dozen of leading security and strategy experts from Europe and the United States. Upon the initiative of the Polish Institute of International Affairs (PISM), they gathered in Warsaw in June 2023 to examine the advantages and disadvantages of different models of providing security for a fighting Ukraine.

The several-day meeting concluded that only NATO membership for Ukraine is an option capable of providing lasting stability for Ukraine and the wider transatlantic area. Whereas either the long-term rearmament of Ukraine by the foreign partners, or their conclusion of bilateral or multilateral security agreements with Ukraine, would create further incentives for Russia to continue its confrontational policy towards Ukraine and the North Atlantic Alliance.

In view of the upcoming 75th anniversary of NATO, we are releasing the text in open access. The ideas and recommendations therein remain timely in the context of the NATO Washington summit in July.
