16 marca 2010 r. w Brukseli Polski Instytut Spraw Międzynarodowych zorganizował konferencję pt. „Report on Lisbon Strategy for 2009. Prospects for 2020” podczas której zaprezentowano drugą edycję Raportu PISM poświęconego realizacji Strategii Lizbońskiej przez państwa UE w 2009 roku.

Panel dyskusyjny, który odbył się bezpośrednio po prezentacji został poświęcony ocenie propozycji nowej strategii Europa 2020 przedstawionej 3 marca br. przez Komisję Europejską. Uczestnicy panelu podzielili zdanie, że warunkiem sukcesu nowej strategii będzie poprawa efektywności jej zarządzania, a także lepszy system komunikacji. Ważną część dyskusji stanowiła też kwestia doboru odpowiednich celów oraz wskaźników ich realizacji w odniesieniu do nowej strategii gospodarczej UE, a także perspektyw dla wzmacniania podejścia "name and shame" przez Komisję.

Konferencję zakończyło wystąpienie prof. Danuty Hübner, przewodniczącej Komisji Rozwoju Regionalnego w Parlamencie Europejskim. Pani Profesor w swoim przemówieniu przedstawiła w pogłębiony sposób swoją wizję strategii Europa 2020, która jej zdaniem powinna odpowiadać zarówno na wyzwania zewnętrzne jak i wewnętrzne UE, odzwierciedlać zróżnicowanie Unii, a także silniej skupiać się na wymiarze społecznym. Profesor Hübner wskazała na pewne słabości propozycji Komisji dotyczące m.in. doboru celów ilościowych (zwłaszcza utrzymania celu 3% PKB wydatków na B+R), zarządzania nową strategią oraz niewystarczających powiązań nowej strategii z polityką spójności.

Ważną konkluzją płynącą z całej konferencji jest stwierdzenie, że pomimo pesymistycznej oceny co do rezultatów wykonania Strategii Lizbońskiej, doświadczenia związane z jej realizacją mogą okazać się przydatne w kontekście implementacji strategii Europa 2020.

The Polish Institute of International Affairs (PISM) was established under a 1996 law on the Polish Institute of International Affairs as an autonomous state institution designed to serve the state administration and Polish citizens through assistance in shaping the country's foreign policy as well as enhancing and popularizing knowledge about international affairs. The Institute prepares analyses and studies for the public administration responsible for shaping and conducting Poland's foreign policy, developing public understanding of international affairs and Polish foreign policy. The tasks of the Institute include the conduct of research into international affairs, as well as preparation of analyses, reports and forecasts. Its staff specializes in international relations and the foreign policy of the Republic of Poland, offering advanced professional training to people directly responsible for international and foreign policy contacts. PISM disseminates information on contemporary international affairs and maintains contacts with academic and political centers in Poland and abroad. The Institute publishes books, journals and collects specialist publications and documents, in addition to maintaining an open-access library. Its budget is determined by Parliament, with the Institute's director appointed by the prime minister for a five-year term following consultations with the minister of foreign affairs, who also appoints members of the PISM Council functioning as the director's advisory body.
